Vice President of Finances & Administrative Services

As the Vice President for Finance and Administrative Services (VPFA), Dr. Howell serves as the Chief Financial Officer and Chief Business Officer of the College. As such, he is responsible for all that is implied and required for the College's financial success. He ensures that the College has adequate financial resources to achieve its mission and strategic plan. He oversees the College’s master plan and coordinates the execution of that master plan. Additionally, he oversees and maintains the College’s policy catalogue. Dr. Howell provides leadership to and coordinate the operations of the following functions:

• Controller's Office
• Budget Office
• Human Resources
• Information Technology
• Information Security
• Procurement Services
• Facilities and Campus Services
• Space Utilization Committee
• Sevier Valley Center
• Campus Safety
• Risk Committee
• Risk Management and Title IX Office
• Institutional Effectiveness

Dr. Howell serves as a member of the Cabinet and advises the president in all finance-related matters. He also interacts with the Commissioner's Office and Utah System of Higher Education.
